It was in connection with sureties under the newspaper registra- -tion Ordinance.
Maliomed Gi deceased's case I remember: There was difficulty
about 18 owed to the estate: it was obtained I think: I don't
remember your receiving the £18 or anything in connection with it.
To Treasurer. The 3 files in the locked drawer were all files in
respect of which money had been paid and not accounted for.
Cross-e amined.
Li Ah Shau. Petition 17.9.12: completed 28.7.13: the delay
was apparently due to the absence of valid sureties. You had to
make a report on the genuineness of the claim: in December, 1912,
sureties were submitted and found invalid: file shows no delay on
your part: as a rule I should submit the question of the validity
of sureties to the Secretary for Chinese Affairs: in this case it
would seam it went to the land registry.

Mr. Nisbet cross-examined by Mr. Alim Khan (continued).
The Registrar (or by the Deputies with his approval or
without his disapproval) can alone create. To a practice all
officers should confirm as a rule and a practice would not be
changed capriciously. It was a practice to submit sureties in the
Chinese cases to the Secretary for Chinese Affairs unless the
Registrar or Deputy Registrars were satisfied otherwise. In Li
Ah Shau's case the matter was referred to the Land Office by Mr.
MoElderry; I don't know if you sugested it; if Li Ah Shau had real property it would go to the Land Office: you would submit the names of the sureties to the Deputy Registrar and it would be referred as a matter of course, as a rule, to the Secretary for
Chinese Affairs or Land Officer. The file in Li Ah Shau's case
were finally accepted without reference on my own responsibility, principally owing to the delay and its being so small a estate. I did not take this short cut because the circumstances of the delay
and of the case were not known to me. The delay was part of the
reason
